The striker, who has also played for Yate Town, Hungerford Town and Swindon Supermarine, joins after a successful season in the last campaign. He scored 18 goals for Supermarine and now joins Salisbury FC.
Brian Dutton told the club's website: "I’m delighted to have James on board, he was a top target for me this summer having watched him many times.
"He’s a goal scorer with stats of – 18 goals, 8 assists in 26 starts in league and FA competitions. As his stats suggest, he’s a natural goal scorer and someone I’m sure will please the Salisbury faithful."
Earlier in the week, the club announced that Theo Lewis has returned to the Ray Mac. Theo previously played for Salisbury City with manager Dutton.
He has also had spells with Cheltenham Town, Gloucester City, Woking and Ebbsfleet.
Dutton, said of the signing: "I’m really pleased to be welcoming Theo to the team.
"He’s a winner and a great character that has strong links to the club. Part of the promotion-winning City side that made it to the National League, he’ll bring a wealth of experience to the group and the right mentality."
